I took a look at that page, and our situation (the underlying project was renamed) doesn't seem to fit their criteria, which all have to do with errors in encyclopedization. My guess is therefore that it's better to create a new page, though I don't honestly know what the semantic differences between creating a page and moving it are; the history will be lost[*], obviously, but there may be other effects that make one preferable to the other. It looked to me like creating a new page was the "conservative" choice.
.... I just took a look at this page
http://en.wikipedia.org/wiki/Wikipedia:Requested_moves
though, and one relevant example jumps out at me, which is the change from "iPhone OS" to "iOS". That was handled as a rename.
Okay, maybe a rename is the right way to go.
