I'd ask for more information. "changing the security on my computer"
is very vague. For a start, I'd want to see the output of

whoami
ls -la  /Users/justincohler/Library/PLT\ Scheme/
mkdir /Users/justincohler/Library/PLT\ Scheme/foo
