That directory, by default, is writable by you (who installed PLT
Scheme, presumably).

I recommend you try the tlab machines if your own machine doesn't let
you write to your own directories (this sure seems like a strange
thing to disallow and will likely break many applications, but I don't
know too much about this).

You might try creating a new user and then seeing if things work when
using that user. (Give the new user administrator access but don't
otherwise change any default settings)
