[racket] Base16 Themes for DrRacket

I've created a repository of color schemes for DrRacket. There are
currently 27 themes, with each having a light scheme and a dark
scheme. As these were auto-generated you'll find that a few of them
need tweaking before they'll look presentable in DrRacket. Most of
them, however, seem to work just fine.

One caveat -- having this many color schemes installed slows things
down in the Color Schemes section of the preferences. The sluggishness
is more dramatic in OSX than in Linux (on the same machine), but you
may only want to install a few at a time.
