[racket] bug report feature on planet needs to be shot in the face

Can we please shut off the bug-report feature on 
planet.racket-lang.org?  Or at least have it email the package owner 
when a bug is submitted?

I just stumbled upon 
"http://planet.racket-lang.org/display.ss?owner=neil", and saw that this 
"Open tickets" section at the bottom of the page listed some bug reports 
that I don't recall hearing about.
