[racket] Quack option to eval buffer

For quick things, I just do C-c C-l, to load the file into the REPL.

This is not as smooth as what DrRacket does.  I think that some people 
who use Emacs instead of DrRacket never tried spending a few days using 
DrRacket and saw how they like it overall.  I use both now.

I also use "make" a lot for Racket, sometimes in a separate shell 
window, and sometimes in Emacs "compile" mode.
