[racket] Distribution strategy

We assume the existence of Racket.  Once you can do so, the language
problem goes away, since Racket programs indicate what language they
are written in.  Thus, you can write

#lang r5rs

or

#lang r6rs

at the top of your program and you don't need to worry about any confusion.
