[racket] overlay and overlay/xy

Looking at both the code that we've developed for my current course,
and the code that students have written (~55k lines), the only uses of
`overlay/xy' are as a replacement for `place-image' (the student code
is buggy because of this, I believe).  This happend only a few times,
as well, so overall I see little drawback to changing it, and all the
advantages Don points out.
