[racket] Emacs mode for Scribble coming

I've released an Emacs mode for Scribble.

If you're feeling brave, evaluating the following expression will 
install the package and also try to modify your ".emacs" file appropriately:

    (require (planet neil/scribble-emacs/install-in-my-emacs))
