1.  A cell phone must not accrue unwanted charges or, through
inaction, allow unwanted charges to be accrued.

2.  A cell phone must dial any number given to it by a human, except
where such orders would conflict with the First Law.

3.  A cell phone must protect its battery charge as long as such
protection does not conflict with the First or Second Law.
