[plt-scheme] hide "welcome to drscheme"

If you put your toolbar on the right (or left) they go away. Does that
help? (In the view menu).

I did some work to make this smaller; is there just one or two panels
that are too big, by chance? If you could send a screenshot of the big
ones, I might see something easy to change.
