Actually, never mind; it turns out that if I type a filename, the
button is suddenly enabled, and that by then clicking on the
thus-enabled "NewDir" button, I can then create a new directory.  I
was so used to an "Untitled Folder" being created, as in the Windows
file explorer dialog box, that I hadn't considered this possibility.
Now I can create new folders in the dialog box.
