[plt-scheme] suggestion "project function"

The challenge with a feature like this is to make it be all things to
all people. One persons idea of an IDE is very different from others,
and that extends right down to the notion of a project.

The best way to get this kind of functionality would probably be to
write a DrScheme tool (aka plugin) to do something like this.
