[plt-scheme] Incorporation of cookies into x-expression

There's the net/cookie collection but I don't think it's documented in  
Scribble yet. There is documentation in ${PLT_HOME}/collects/net/ 
doc.txt.

I've been looking around for some code snippets but everything I have  
is at too high a level of abstraction. I'll have another rummage and  
I'll post anything I find.
