[plt-scheme] optimising syntax-check

Thanks for noticing the problem (and thanks to Matthew for some
helpful detective work!).  I've checked in a simple fix to SVN that
should speed things up significantly.

There is a more complex fix (that won't have any where near as much
speedup but should still be noticeable) that I hope to get to in the
coming days.
