[plt-scheme] Planet Announcement: A Suggestion

I didn't get the feeling that the release notes field was for
something very comprehensive.

To me it looks like something to give a quick indication to the reader
as to why this release
was made. If he wants details, maybe there is another document which
can be dug into deeper.
