[plt-scheme] Planet Announcement: A Suggestion

I was pretty sure that the server already did include release notes,
so I went snooping. As far as I can tell, that email does indeed
include release notes if they're available, but since it gets sent out
as soon as a package author uploads a package, release notes are only
available to it if they appear in the package's info.ss upon
submission (the RSS feed, on the other hand, always has the most
recent information as of the time your RSS reader loads it because
it's generated dynamically from the database at that moment). And
looking at the info.ss files submitted, it looks like authors are
usually just opting not to fill that field in for some reason.

So, a question for authors: why aren't you using the release-notes
field? Is there something that could change about the submission
process to make it easier / more in line with your workflow to include
them?
