[plt-scheme] web-server and load-configuration-sexpr

I would do this:

- Generate a configuration file (easy; see Instaweb)
- Generate the necessary directory structure for each virtual host
(easy; see above)
- Generate a servlet stub for each virtual host (easy; see above)
