[plt-scheme] Web Server Text requires MrEd on Windows?

... so the error message wants me to believe:

C:\PLT-369-10>"PLT Web Server Text.exe"
standard-module-name-resolver: collection not found: "mred" in any of:
(#<path:C:\foo\bar\foobar\\PLT Scheme\369.10\collects>
#<path:C:\PLT-369-10\collects>)

brings up this problem.  Perhaps it was only fixed for unix?
