[plt-scheme] reference is more certified than binding

I got the

reference is more certified than binding

error. Which I see documented here:

But, I don't know how to fix my code to not give it. Is there a standard trick?

When I use the Macro Stepper, I get an internal error:

"Internal errors in macro stepper:
The macro stepper failed to compute the reduction sequence for one or
more terms."
