[plt-scheme] xml-rpc in plt scheme?

That code is quite out-of-date, which is why it doesn't
work.  The Planet version replaces it, but we haven't had
the need or time to implement the server portions.  If you
were to do so we'd be happy to accept patches.  I think the
code is in the Schematics CVS.
