[plt-scheme] PLTPLANETDIR and planet -i

Hi there,

On Windows XP I tried to:

> set PLTPLANETDIR=<some-other-place>
> planet -i <some-owner> <some-package> <maj> <min>

and though the planet package was downloaded to <some-other-place>,
compilation never occured. After that:

 set PLTPLANETDIR=
planet -i <some-owner> <some-package> <maj> <min>

works as expected, i.e. download and compilation occurs.

Is this a bug?
