[plt-scheme] Status of PLoT package for 299.100

I finally decided to try version 299.100, but I make extensive use of the
PLoT package and it doesn't seem to be included with the distribution.  I
know that "it's a sort of minimal distribution" - to quote an earlier
thread.  Is there any way to get these packages?  Should we wait for a
non-alpha release before checking our code that requires these other
packages?  Is there something I am missing?
