[plt-scheme] PLT Scheme v207 doesn't install

Not too surprising...  If there is anyone who encounters this problem,
and has the MS compiler installed, it would be very helpful to invoke
the debugger when mred crashes so we get a stack trace.  Without this,
it is pretty much like trying to help a blindfolded person to walk
home through a cell phone.
