[plt-scheme] PLT Scheme v207 doesn't install

After the install failed I turned off McAfee Virus Scan On-Access scan, and install proceeded to
completion w/o a hitch!

  As previously noted plt scheme v207 install chokes on MrEd.  Attached is info regarding this failure
