[plt-scheme] .mzschemerc from DrScheme

I'm not sure how you'd "fix" it -- DrScheme is not a scripting tool
where it makes sense to change its behavior with a .drschemerc. You
might be wanting to look at the tools manual to see how to change
drscheme's behavior, or perhaps you want to use mred?
