[plt-scheme] partial PLT networking outage

On the 8th, 9th, and 10th of August 2003, some of PLT's networking
infrastructure will be down for an upgrade. Affected services:

  - cvs (both anon and devel)

  - download.plt-scheme.org (serves all downloads, incl. docs)

  - bugs.plt-scheme.org (both new bug reports and querying old ones
    won't work)

Those services will be down for the entire three days. Nothing else
(other web sites, this mailing list) should be down. Sorry for any
inconvenience.
