The help-desk now starts a plt-scheme webserver on localhost port 8000 and
attempts to point a browser at it.  Of course, this means that you need a
functioning loopback network device on GNU/Linux systems, which has tripped
some people up.  /sbin/ifconfig lo needs to show UP LOOPBACK RUNNING and any
firewall script needs not to block connections to it from localhost.

Does that help you to find the problem?
