[plt-scheme] Quack 0.8 emacs package for scheme

This is the last Quack announcement on the "plt-scheme" list;
mail me if you'd like to be added to the "quack-announce" list.

Quack 0.8 adds the ability to view ".plt" files in human-readable form
(for visually inspecting packages before installing them).

Quack 0.7 added Emacs 20 compatibility and misc. things.
