[racket-dev] [plt] Push #24958: master branch updated

I would prefer the full word, "performance".

But with a name like that, I would expect things from
`racket/unsafe/ops' and `racket/performance-hint' to be there. "Tuning"
doesn't carry the same expectation (to me, at least).
