[plt-dev] What happened to configure --prefix on MacOS?

The thing that triggered this (very recent), was doing

  ./configure --prefix=/usr

which does something very different -- and very broken on OSX (and
IIRC, the mac ports thing had this problem for a long time, without
anyone noticing).
