[plt-dev] Pre-Release Checklist for v4.2.1 -- Pinging Sam

It actually gave us a bit of levity in the middle of a day-long meeting. We
were in a government vault, but fortunately had internet access, so I was
able to recover without too much effort. The e-mail was more to give Eli a
hard time than anything else.
