[plt-scheme] Japanese problems

When I made the above changes, v299-406 went well.
But on v299-407, [Help] menu again is in funny position.

One more problem.
v299-407 cannot open a file of Japanese UTF-8 (without BOM).
When I opened japanese-string-constsns.ss in DrScheme, 
it hanged up.
