[plt-scheme] CVS changes

The CVS exp-tag is going to move soon to what is now tagged as v299.
"Soon" is tomorrow evening, 6pm or later (eastern time).  The current
exp-tagged tree will be available under a "v20x" tag, and will be used
for maintenance only.

There is one last 20x build that is running now, it will be available
at the usual place (download.plt-scheme.org/scheme/installers/) and
will stay there until 299 versions start building properly (probably
around a week).  (The v20x tag will not e removed.)

Note that some collections that are currently part of the DrScheme
distribution will not be included until the respective authors port
them.
