[racket] (fourth RacketCon) Registration Now Open

The special rate is also available to RacketCon attendees (even if not
attending StrangeLoop). You can mention "RacketCon" when reserving by
phone, and we'll have a RacketCon-aware reservation link on the web
page soon.
