[racket] No `next->` at the bottom of document pages?

There weren't enough supporters of the bottom nav bar to save it when the
page is displayed in multi-column mode. Though if you narrow the window, it
will change to single-column mode, and the bottom nav bar will reappear.

But this decision, like everything else, is subject to further refinement.
So your suggestion is noted.
