[racket] Error when they use "programmatic" pkg

Yes, that's correct, and that's how I reproduced it on my machine as well.

I just tried this with (something close to) HEAD, and while `install`
is gone, I tried using `pkg-install-command`, and it seemed to do
something sensible while in DrRacket.  Is that now the case?
