[racket] file|open alternative

Hi all: I've pushed a change to drracket to try to make it easier to open
files that are located in collections (including in packages that are known
to the package manager) in the form of a new "Open Collection Path" menu
item in the "File" menu. If you get a chance to try it out, please let me
know how it goes.
