[racket] raco exe difficutly with Release 5.3.1 & stateless web server

ok. I've isolated the events generating the flomap issue.

Let me put together source code and I'll post it in a few minutes so 
that the bug can be reproduced.

Perhaps its just the wrong require, but I'd appreciate someone taking a 
look.

I don't see a flomap issue turning up in documentation, and, per Robby's 
question, I don't know why behavior in DrRacket and executable is so 
different.
