[racket] raco pkg install/remove problem

The inferred scope is where things went wrong.

It's the same problem that Vincent reported --- and that I was having
trouble replicating, but Lorry figured out what I was missing:

With the hint, I was able to replicate the above problem, and I've
pushed a repair.
