[racket] Parameterize current-seconds?

Let me play around, as I'm not super familiar with parameterization in
racket.  If I can parameterize arbitrary procedures like the sha1
constructor, then shouldn't I also be able to parameterize current-seconds?
 I think there's a gap in my understanding :).
