That's the new 404 page that I made up recently -- inspired by things
like http://huml.org/blah and http://css-tricks.com/blah .  I did it
on a recent pass over some issues with the web pages, following a best
practice document which suggested a custom 404 page.

Perhaps it's too meta to be obvious?  Suggestions welcome.
