[racket] Fun with flomap: old folksy CRT televisions!

You could use that TV screen code to render a canvas of green computer 
text on a black background... to make an April Fools' Easter egg for 
DrRacket.  Maybe make DrRacket look like a '80s UCSD p-System Pascal, 
with a working Pascal compiler and screen glare.
