[racket] Check syntax in split window

Yes, scrolling a split editor while a tooltip is showing can start a 
tight feedback loop that makes DrRacket unresponsive. I discovered it 
yesterday as well. I just pushed a fix, which will show up after 
tonight's nightly build and of course in v5.2.1.
