[racket] heads up: moby 2 apk builder

Hi everyone,

If you are using Moby 2, the server-side android packager will be
temporarily inaccessible.  I needed to make a few updates to the build
system which breaks some backwards compatibility.  I will release a
new PLaneT package of Moby 2.38 that works with the new system as soon
as I can.
