[racket] racket ubuntu ppa upgraded to 5.1.1

The racket ppa for ubuntu has been upgraded to 5.1.1. This should work on
  lucid (10.04)
  maverick (10.10)
  natty (11.04)

although I only tested on lucid. Thanks to Todd O'Bryan for poking me.
