[racket] Scribbling Docs

Scribbling Documentation 4.1.4, Defining Racket Bindings, shows how to  
access a module function and 4.1.5  documents evaluating examples.

I cannot get a function to be recognized.  It 'turns' bright blue, but  
has a red underline.  What do I misunderstand?
