[racket] Top-down design, wish-lists, and testing

Don, this is great.  I to prefer doing things in the language than via
conventions.

Matthias, what standing will the wish have?  Can I write tests for the
wish?  I sure would like to be able to write a signature (when we have
those) for the wish.
