[plt-scheme] Workaround for docs and Chrome

Recently there was a post about an issue w/ Chrome and locally
installed docs. I don't recall a workaround being posted. I've just
run into the same issue myself, and the workaround is to run Chrome
with the --allow-file-access-from-files command line switch. e.g. on
OS X:

  /Applications/Google\ Chrome.app/Contents/MacOS/Google\ Chrome
--allow-file-access-from-files
