If everything goes well, the plan is to have more packages from the
plt tree distributed separately, and this will allow to have more
packages maintained in the tree and elsewhere.
(Planet doesn't fit this role currently, since it is very
user-centric, and the new distribution thing should work either for a
user or for an installation. It's still unknown whether the new
facility would be achieved by changing planet to support
per-installation packages, or something new.)
